Justice Specific Community Needs Assessment and Program Development Project

Funded by the Alberta Law Foundation, carapace Community Response is facilitating a justice-specific Community Needs Assessment for the City of Wetaskiwin and surrounding communities that fall within the Wetaskiwin court jurisdiction. The primary objective of this project is to identify current gaps, strengths, and priority areas within local systems that intersect with criminal justice, including policing, courts, corrections, and community-based supports. By synthesizing this data into actionable recommendations, the project will identify and inform critical service gaps, systemic barriers, and opportunities for improved coordination within Wetaskiwin’s criminal justice landscape. The insights gained through the assessment will inform a comprehensive program design phase of the project to develop targeted solutions that includes defining service models, goals, measurable outcomes, staffing structures, and partnership frameworks that appropriately respond to community needs.

Current Programs

ReConnect: The ReConnect program provides integral intervention services to youth and adults with criminal justice involvement, both within the community and those who are in correctional institutions. The program serves individuals in the communities of Wetaskiwin, Wetaskiwin County, and Maskwacis. The ReConnect program provides case management to coordinate the delivery of information, access to referrals to programs and services within their home communities, and provide connection to offenders to bridge the transition between custody and community. The program also provides criminal court support to program participants, promoting active participation in the criminal court processes, attendance, and advocacy.


Street Connect: Street Connect is a program that provides outreach and intensive case management services to individuals aged 15 and older who are experiencing, or at risk of, housing insecurity. The program delivers flexible, client-centred supports that address barriers to stability and promote sustained housing and wellbeing. Street Connect engages individuals in the community, facilitates access to housing, health, and social resources, and coordinates care across service systems to support long-term recovery and independence.

Anger Management: carapace Community Response offers Anger Management, which is a curriculum-based psycho-education program that promotes controlling anger and reducing its negative effects, which involves identifying triggers and learning to express the emotion constructively through techniques like stress management and communication skills. Anger management is not about eliminating anger, which is a normal emotion, but about managing it in healthy ways to improve relationships, health, and personal well-being. Program completion takes a minimum of 12 weeks to complete. Participants are eligible for a certificate upon completion of the program to provide satisfactory proof of completion as required.
